My basement gets a little damp in spring. Can I still coat the floor?

Damp is a question of degree, so the slab gets moisture-tested before any price goes out. If the readings are within spec for the system, yes — modern moisture-tolerant primers handle more than older products could. If the readings are too high, the moisture has to be dealt with first. Coating a wet slab is how you get blisters in year two, so it's a non-starter.

Will a coating help with that musty basement smell?

Some. A sealed floor stops porous concrete from feeding humidity into the room and keeps the slab itself from holding mildew. It is not a substitute for a dehumidifier — most Mon County basements still want one through the summer.

Can I do the finished side and the utility side at once?

Yes, and most people do. Usually different finishes — solid color or metallic in the living space, epoxy flake or a heavier industrial system in the laundry and mechanical area — but it is one prep, one crew, one trip.
